Dear Clutterbuck,
With reference to Colonial Office letter
No.30195/27 of September 10th and our conversation
of the 17th, we think it would be better before
discussing the matter with the Telegraph Companies
to prepare a memorandum setting out the whole
history of the Chinese Telegraph Office in Hongkong
with special reference to the 1884 agreement. As
soon as this memorandum is ready we will send you an
official reply and perhaps propose a round table
discussion with the Companies.
